Is Former Harris County Deputy Constable Christopher Kerr A Sexual Predator?

Houston, Texas

There are new developments in the case of a deputy constable, Christopher Kerr, accused of inappropriately touching a woman during an arrest.

The victim has filed a lawsuit against Harris County and the Deputy’s former boss, and she wants $150,000 for deprivation of civil rights, physical injury and mental anguish. The deputy’s former boss is Harris County Precinct 3 Constable Ken Jones.

Christopher Kerr is accused of pulling over a female driver on the Sam Houston Tollway near John Ralston Road last year for not having an EZ tag. And while detaining her in his squad car, the woman says Deputy Kerr handcuffed her and then proceeded to grope and fondle her.

She says Kerr then placed his hands under her skirt and fondled her.

"Deputy Kerr then told Plaintiff that his penis was erect and that she needed to 'adjust it' or she would go to jail," the suit says.

The traffic stop, her lawsuit alleges, lasted about 30 minutes. But there is not any video record of it, because video of the incident was erased from the camera in Kerr's patrol car.

The constable says the video was not erased, rather they found that Kerr turned off the recording equipment and was fired because of it during their investigation of him.

And this was not the first time Kerr had been fired from Precinct 3. A year before the alleged groping, the constable let him go for violating policy during off-duty work by spending time at home instead of on the job.

Months later, the constable says he gave Kerr a second chance.

The lawyer for the woman says, "The truth is, when Constable Ken Jones rehired Officer Kerr, he put a sexual predator back out on the street in a constable's uniform."

There is a criminal case pending against Kerr. The Harris County District Attorney's Office says it remains under investigation and will be resolved by the end of grand jury testimony, which is next Thursday.

Well, it’s been a few slow days, but I knew something would turn-up. When in doubt, leave it to Harris County to produce another scumbag. Last week, it was a deputy with the Harris County Sheriff's office that took on the label of a sexual predator of children. This week, a Harris County Precinct 5 Deputy Constable is accused of sexually abusing a child.

Deputy Jeremy English, 28, was arrested Friday outside of a hospital. The victim is a relative of English. Investigators say the sexual abuse occurred when the girl was 14-years-old.

The alleged victim is now 17, but prosecutors say she was a minor -- just 14 years old when she and English first engaged in sexual activity. Investigators say she told a relative. The allegations were then reported to the authorities. Harris County Sheriff's Office investigators arrested English Friday afternoon while he was working his second job as a security officer at North Cypress Medical Center.

English was reportedly charged with three counts of sexual assault of a child and one count of online solicitation of a minor

English has worked patrol for Precinct 5 for almost four years.

"Right now, Deputy English is relieved of duty without pay pending the outcome of the investigation. We will help the sheriff's department any way we can with their investigation," said Lt. Warren Steffenauer with the Precinct 5 Harris County Constable's Office.

English's bond has been set at $80,000.

Fort Worth Police Captain L.A. Harris Fired For Searching Porn and ‘Self-Gratification’ At Work

Fort Worth, Texas

A police captain in Fort Worth is looking for work after he was fired over a 'very sticky' situation.

According to investigators, Captain L.A. Harris had been using his city-issued computer to search porn sites. Apparently, he must have found a few sites he liked, because investigators also say he was pleasuring himself on duty and in uniform.

Harris was one of two overnight duty captains. An internal affairs investigation found Harris had visited the sites while on duty over a six month period.

In a statement, Chief Jeff Halstead called Harris’ behavior “absolutely deplorable.”

Before his firing, Harris had been with the department for 22 years. He had been made captain last June.

Harris County Deputies Raid Wrong House, Traumatizing Children Inside

Houston, Texas

So far this week, the Harris County Sheriff’s Office has been working hard on receiving the Disgraced Texas Badge Award. In just a few hours, one deputy was charged for falsifying a government record and accused of taking payoffs from a sports bar, offering drugs, prostitution and gambling. Another deputy was arrested for sexually molesting a child.

In another public relations nightmare, deputies performed a raid on a house, searching for a suspect. As it turns out, they went to the wrong house, drawing their guns on children inside. Takeeyah Sterling told KPRC-TV her children have been traumatized by the event and she is dissatisfied with the answers she has received from the Sheriff's Office.

"You do no research, no surveillance, you didn't talk to my neighbors before you invaded my privacy, before you come and terrorize my family," said Sterling.

Sterling said she is angry because the deputies left no information at the house after the raid was concluded. Sterling said she had to track down who was part of the raid.

Sterling said she did speak with one of the deputies who was part of the raid and received what she called an insincere apology. Sterling has filed a formal complaint with the Sheriff's Office's Internal Affairs division.

"If I didn't go look for him, it would have just happened and it would have been like nothing ever happened," said Sterling.

The Sheriff’s office continues to justify the actions of the raid team, but say they are investigating.

Harris County Deputy Jimmy George Accused of Falsifying Activity Log and Taking Payoffs

Harris County Deputy Jimmy W. George
Houston, Texas

A Harris County sheriff's douchebag deputy is now pimpin' the county jail attire, while facing charges of tampering with a government record. Investigators say Deputy Jimmy W. George was logging that he went to scenes that he did not go to.

Harris County sheriff's deputies said internal affairs division deputies conducted surveillance on George as he worked his patrol shift in northwest Harris County in December.

Detectives said they discovered that George logged into his mobile data terminal and claimed he was responding to a traffic call, but he never went to the scene.

He's also being investigated for providing protection to a local sports bar called "Craigers," recently raided by police who discovered drugs, illegal gambling and prostitution. Investigators say George was allegedly taking payoffs from the club to keep law enforcement away. They say that could be one reason Craigers was allegedly able to operate illegally for several years.

"My deputies are tasked with enforcing the law. That's what I expect from them, that's what the public expects from them," said Sheriff Adrian Garcia. "They are not above the law. Those who think they are have another thing coming because we will continue to police our own and clean house as necessary."

George's employment has been terminated. He had been with the department since December 1996.
