The constable on Houston's east end, Victor Trevino, has a problem. He has come under fire after County computers show his office may havebroken state ethics laws. Local television station KTRK’s undercover investigation reveals some rather disturbing findings, including what many are calling extortion and possible misappropriation of funds.
